Martin Steele, President and Chief Executive Officer, joined The Bank in June 2013. Mr. Steele spent the prior three years at Charter Bank in Bellevue, a subsidiary of Boston Private Bank, where he served as President & CEO. Prior to Charter Bank, Mr. Steele held senior management positions at Commerce Bank of Washington and Bank of America. Mr. Steele's civic involvement has included board of trustee positions with Seattle Opera, Boy Scouts, ACT Theatre, Junior League, Multiple Schlerosis Society, Music Aid Northwest, Salvation Army, Imagine Housing, and the Bellevue Chamber of Commerce.
Senior Consultant | Commercial Lending
Dave Huguenin, Senior Consultant of Commercial Lending, joined The Bank of Washington in October 2015. Mr. Huguenin brings to the bank a highly respectable banking career spanning 45 years. Most recently, Mr. Huguenin founded two banks, both in Bellevue. In 2008, he organized Core Business Bank, later acquired by Puget Sound Bank. Prior to that, he established Foundation Bank, growing the start-up community bank to over $240 million. The Bank of Washington is privileged to call Mr. Huguenin a colleague, bringing proven leadership skills and a remarkable business development acumen to the team. He is a native Washingtonian and a graduate of the University of Washington and Pacific Coast Banking School.

Ms. Siebert joined The Bank of Washington in July 2016. She brings to the bank high energy, numerous accomplishments, and over 20 years of relationship banking, spanning Wyoming and Washington. Ms. Siebert has extensive commercial lending experience including unique condominium association lending. She is highly committed to her clients and values customer service, which is evident by her many long term business relationships. Ms. Siebert is a graduate of the University of Tulsa and the Pacific Coast Banking School.

Sam Cha joined The Bank of Washington in May 2017. Mr. Cha brings over 23 years of banking experience with extensive C&I, commercial lending, SBA lending & portfolio management knowledge, and proven business development strategies. Passion, integrity, and innovation have carved the path to his successful career as a banker spanning from the Greater Seattle region to New York, New York. Most recently, Mr. Cha was with Northwest Bank as SVP & Relationship Manager. He holds an MBA in Finance from Fordham University in New York, NY, with undergraduate studies completed at UC Irvine, CA.

Varan Rakhra, Senior Relationship Manager, joined The Bank of Washington in October 2017. Mr. Rakhra focuses on helping clients grow their businesses by offering a consultative approach to their lending solutions and remaining attentive to their individual business strategies for the future. Mr. Rakhra is a motivated relationship manager and can readily assist clients in all areas of business lending, including but not limited to C&I, CRE, SBA lending, business lines, practice financing, and more. He holds a bachelor’s degree in business administration and is active in the Gurudwara Sikh Centre of Seattle, where he helps run fundraisers for a number of local causes and charities.
TJ Forney, Relationship Manager, joined The Bank of Washington in August 2016. Mr. Forney’s relationship-oriented banking skills enable him to assist clients with unique solutions to fit all of their distinct banking needs. Being a lifelong Pacific Northwest resident has given him the knowledge and experience to offer a competitive advantage to business owners and assist them in further sustainability and organic growth. Mr. Forney can assist clients in many areas of business lending, including SFR construction lending, C&I, CRE, business lines, and more. He holds a bachelor’s degree in business administration and is a graduate of the renowned University of Washington’s Foster School of Business.

Mr. Devery has spent his entire 29-year career in the real estate lending business. His experience in residential mortgages is unsurpassed, with a track record as a frequent top producer. Mr. Devery is a graduate of the University of Washington and is an active member of the Port Gardner Rotary Club.
